Renew a midwife full licence

  1. Determine if you're eligible

    All midwives practising in the Yukon must register and hold a Yukon licence and renew it every year. A full licence allows you to use the title of midwife and work to the full extent of Yukon regulations.

    Renewal period

    All midwife licences expire annually on March 31. Submit your renewal application before March 1. This ensures we can process your application before your licence expires.

    If you do not renew your licence by March 31, you must apply for reinstatement and pay the reinstatement fee.

    It’s illegal to work in the new licensing year before we’ve renewed your licence.

    Eligibility

    You’re eligible to renew your licence if you meet the following requirements.

    • You hold a current full licence for the Yukon.
    • You’ve met all continuing competency requirements.
    • You hold professional liability insurance covering your practice in the Yukon. This should be for at least:
      • $10 million per claim; and
      • a total of $20 million annually for all possible claims.

    You can meet this insurance coverage requirement:

    • through employment as a midwife with the Government of Yukon’s Department of Health and Social Services (the department indemnifies midwife employees); or
    • by purchasing private insurance.

    If you’ve had any complaints, disciplinary or criminal action against you, we will:

    • assess your individual case; and
    • your application may not be approved.

  2. Complete the renewal application form

    Download the renewal application form.

    Complete all sections of the form. Do not leave a section blank. You may enter “not applicable” when it's relevant.

    Tips

    • At the top of the application form, select “full licence.”
    • Complete all attestations and declarations. Make sure the appropriate person completes each section.
    • If you would like to apply to provide advanced clinical services, make sure to complete the “advanced practice authorizations” section.
    • We may return incomplete applications.

  3. Provide proof of continuing competency requirements

    Continuing competency requirements

    Midwives have continuing competency requirements they need to meet in order to renew their licences. You must complete some annually. You can complete others over the 3-year period before applying for your renewal. We will pro-rate these requirements for new registrants.

    Within 3-years before applying

    You must have completed at least:

    • 60 continuing education (CE) hours (at least 50% must be clinical in nature);
    • 2,400 clinical practice hours; and
    • 15 births as a primary or secondary attendant; 10 of which you provided continuing of care to.

    Annually

    You must:

    • have attended at least 3 peer or interdisciplinary case reviews in the previous year; and
    • maintain current certifications in:
      • cardiopulmonary resuscitation (CPR);
      • neonatal resuscitation (NNR);
      • fetal health surveillance (FHS); and
      • emergency obstetrical skills (ES).

    Forms and documentation required

    Provide the following forms and documentation with your application.

    Proof of current certification in CPR, NNR, FHS and ES

    Provide a copy of your current certification. We only accept courses approved by the BC regulator. We count these courses toward your CE requirements.

    Verification of employment for health professionals form

    Download the form.

    This form helps us validate your clinical practice hours. Complete it with your employer. We require 1 form for each of your previous employers.

    If you are self-employed, complete the verification of self-employment form.

    Annual CE form

    Download the form.

    This form helps us validate your continuing education hours. Complete and submit 1 form per year you're claiming hours in.

    CE supporting documents

    You must provide a certificate, letter or email of completion from the provider of any course or training you claim. We require this regardless of the number of course hours.

    This proof must include:

    • your name;
    • course name;
    • course provider name; and
    • date of completion.

    If you do not have a document with this information

    Download the verification of completed continuing education form.

    Complete this form with either:

    • the course provider or instructor; or
    • your supervisor.

    Acceptable CE activities

    You can count any of the following activities towards your CE hours.

    • In-service education or training
    • Formal CE courses
    • Undertaking research and presenting research results
    • Formal CE courses, technical training
    • Conferences
    • Lectures
    • Seminars
    • Workshops
    • Distance education
    • Unpaid preceptorships and mentorships
    • Courses leading to a new degree or diploma (1 credit = 15 hours)

    Unacceptable CE activities

    We cannot accept the activities below towards your CE hours.

    • Orientation of new staff or staff training
    • Personal growth courses, for example, motivational or self-improvement
    • Observation or buddy experience with other healthcare professionals
    • Books, articles, videos and other materials for a mainstream rather than midwife audience
    • Courses under 30 minutes long
    • Courses leading to your initial midwifery degree or taken before you obtained a licence
    • Participation in committee work
    • Paid preceptorships and mentorships (include in professional practice hours)

    Acceptable CE supporting documentation

    • Training or course certificate
    • Letter or email of completion
    • Verification of CE form filled out by your manager or course provider
    • University or college transcript
    • CE transcript from a midwife regulator in another jurisdiction that verifies continuing education, for example, British Columbia, Saskatchewan

    Unacceptable CE supporting documentation

    • Course schedule or syllabus
    • Conference schedule without proof of attendance or completion
    • Proof of payment or registration for a course or conference
    • Employer record of professional practice hours or mandatory continuing education

    Continuing competency exemption request

    Download the form.

    Submit this form if you cannot meet the continuing competency requirements because you're:

    • a new graduate; or
    • new to the Yukon.

    We review exemption requests on a case-by-case basis. We do not accept all requests.


  4. Provide all required supporting documents

    Criminal record check

    • You must submit a new criminal record check every 2 years.
    • Contact your local RCMP or police detachment to request a check.
    • The check must be completed no more than 90 days before you submit your renewal application.
    • Ask the RCMP or police to:
      • send the results to your mailing address; or
      • make the results available to you for pickup.
    • Submit the results with your complete application package.

    If you lived or practised midwifery outside of Canada

    If this was in the 12 months before your renewal application, you must also provide a criminal record check from that jurisdiction.

    If it’s been 2 or more years since your most recent record check from that jurisdiction

    Have the check completed no more than 90 days before the date of your renewal application.

    Certificate(s) of standing

    A certificate of standing shows your registration and licensing history. The certificate is an official document from the regulator in another jurisdiction.

    • You must provide a certificate of standing from:
      • all jurisdictions where you're currently licensed; and
      • every jurisdiction you have practised midwifery in within the past 12 months.
    • Each certificate must be dated no more than 90 days before your application.
    • The regulator issuing the certificate must mail or email the certificate of standing to us. We accept copies or original paper copies.
    • We do not accept certificates submitted by applicants.

    Proof of insurance

    Provide proof that you hold liability insurance for your practice. This should be for at least:

    • $10 million per claim; and
    • a total of $20 million annually for all possible claims.

     

    You can meet this insurance coverage requirement:

    • through employment as a midwife with the Government of Yukon's Department of Health and Social Services (the department indemnifies midwife employees); or
    • by purchasing private insurance. 

    Proof of advanced practice certification (if applicable)

    If you would like to offer advanced midwifery services in the Yukon, you need to prove you have completed the required certifications. The Standards of Practice for Yukon Midwives outline the requirements.

    Provide proof of your certification for each of the advanced practice services you intend to provide. We accept copies as proof.

    The registrar can allow for the following advanced practice services in the Yukon:

    • hormonal contraceptive therapy;
    • using acupuncture during labour or the post-partum period;
    • serving as 1st surgical assistant for a caesarean section;
    • intrauterine contraception;
    • managing sexually transmitted infections;
    • inducing or augmenting labour in hospital; and
    • monitoring epidural anesthesia in hospital.

  5. Pay your fees

    Fees

    • Application fee: $50
    • Full licence renewal fee: $200
    • Total: $250

    How to pay

    You can pay by:

    • cheque;
    • credit card;
    • cash; or
    • debit.

    Cheque

    • Complete the payment information section of the renewal application form.
    • Provide a cheque in the appropriate amount made out to the Government of Yukon.
    • After we issue your licence, we'll cash your cheque.

    Credit card

    • Complete the payment information section of the renewal application form.
    • If you submit your application in person, by courier or mail, you may include your credit card info on your payment information form.
    • If you submit your application by email or fax, do not include your credit card information on your form. We'll contact you for your credit card info.
    • After we issue your licence, we'll take payment.

    Cash or debit

    • You can only pay by cash or debit if you pay in person at our office in Whitehorse.
    • Complete the payment information section of the renewal application form.
    • We'll hold your licence at our office after we issue it.
    • We'll take payment by cash or debit when you pick it up.

  6. Submit your complete application package

    Prepare your renewal application package

    Your complete application package must include:

    • your completed application form;
    • all supporting documents; and
    • your payment form.

    We typically process applications within 30 business days. We'll confirm you've met all legal requirements before issuing a licence. We may return your application if you have not provided all the required documentation.
