Premier Sandy Silver has made changes to leadership positions in the Department of Tourism and Culture, French Language Services Directorate and the Women’s Directorate.
Justin Ferbey will be acting Deputy Minister for the Department of Tourism and Culture, along with his existing roles as Deputy Minister with the Department of Economic Development and President of the Yukon Development Corporation.
Manon Moreau will be the Deputy Minister responsible for the French Language Services Directorate, along with her existing role as Deputy Minister with the Department of Environment.
Nicole Morgan will be the Deputy Minister responsible for the Women’s Directorate, along with her existing role as Deputy Minister with the Department of Education.
Existing Deputy Minister with Tourism and Culture, French Language Services Directorate and Women’s Directorate Valerie Royle is leaving the Government of Yukon.
Recruitment efforts will commence shortly for the Deputy Minister position with the Department of Tourism and Culture.
All appointments are effective September 14, 2021.

Deputy ministers, including presidents of government corporations, are the most senior public servants in the Government of Yukon. They are responsible for the department or corporation’s budget, day-to-day operations and program development.
Deputy ministers serve at the pleasure of the Premier.

Biographies
Manon Moreau
Manon Moreau moved to the Yukon in 1997 to work for the federal government before moving to the Government of Yukon in 2000. She has held a variety of positions in the Government of Yukon public service and was also the Director of Governance at Kwanlin Dün First Nation in 2009. She was the Director of Corporate Policy and Planning with the Department of Energy, Mines and Resources before becoming the Assistant Deputy Minister of sustainable resources in 2017 where she led the final approvals of the Peel Watershed Regional Land Use Plan. Most recently she was the President of Yukon Liquor Corporation and Secretary to Lotteries Yukon. Moreau has a bachelor of arts from the University of Alberta and a master of arts in political science from the University of Victoria.
Justin Ferbey
Justin Ferbey is the former CEO of the Carcross/Tagish Development and Management Corporation and has served in a number of advisory positions throughout B.C. and the Yukon in federal and self-governing First Nations governments. He has received numerous leadership and innovation awards, and has spent considerable time volunteering for local, national and international associations and boards. Ferbey holds a bachelor of arts and science, a master of business and has obtained certifications in conflict resolution and management.
Nicole Morgan
Nicole Morgan has extensive leadership in the education field and has been acting Deputy Minister for the Department of Education since April 2018. She started her career as an educator in secondary schools and has also worked as a school counsellor. Morgan has held successively senior positions with the Department of Education including Assistant Deputy Minister for the public schools division. She led the implementation and development of both French and English Kindergarten to Grade 12 curricula and educational resources. Morgan has a bachelor of education from the University of British Columbia and a master of education from the University of Calgary.
