The Government of Yukon is conducting a comprehensive review of the data, processes and policies involved in the Permit Hunt Authorization (PHA) lottery to enhance it prior to the 2019/20 lottery.
Make IT, a local business, has been contracted to conduct an independent review of all technical aspects of the lottery, including software, hardware, data and data administration, and quality controls.
The government is also engaging with Yukon First Nations and non-governmental organizations to gather feedback about the policies, practices, regulations governing the PHA. Additionally, Yukoners are encouraged to share their views by completing an online survey until December 23.
We committed to reviewing, improving and rebuilding integrity in our permit hunt lottery. Harvesting Yukon’s big game species is an important aspect of life in the territory for many people, and the feedback received through this review will ensure a fair and accurate Permit Hunt Authorization lottery moving forward.

Yukon’s first permit hunt draw was for one species, in one area, in 1979. Names were drawn from a hat. The lottery has grown exponentially since then. Multiple errors impacted the 2018/19 PHA lottery, which saw 4,300 applications submitted by 1,158 individuals for the 247 permits available for six different species in areas all across the territory.
The Government of Yukon has already met with the Yukon Fish and Game Association, Yukon Fish and Wildlife Management Board, Yukon Wild Sheep Foundation, and Yukon Backcountry Hunters and Anglers as part of the PHA review. Further meetings are scheduled for November.
