Dawson Regional Land Use Planning

Tr'ondëk Hwëch'in Government and the Government of Yukon are seeking feedback on the Dawson Regional Planning Commission’s Final Recommended Dawson Regional Land Use Plan (Final Recommended Plan).

The Final Recommended Plan is an important step towards implementation of the Tr'ondék Hwéch'in Final Agreement. It’s intended to guide sustainable development in the Dawson planning region.

Tr'ondëk Hwëch'in Government and the Government of Yukon will jointly run consultation on the Final Recommended Plan this fall and winter. Consultation activities include:

  • an online survey;
  • open houses in Dawson City, Mayo, Old Crow and Whitehorse;
  • virtual open houses;
  • the opportunity for written submissions; and
  • meetings with stakeholders.

We encourage all interested parties, plan partners and the public to participate and share your feedback.

What is this engagement about?

In the Yukon, Chapter 11 of the Umbrella Final Agreement and each First Nation Final Agreement sets out a process for regional land use planning.

Tr'ondék Hwéch'in Government, the Government of Yukon and the Government of Canada signed the Tr’ondëk Hwëch’in Final Agreement in 1998. This agreement establishes:

  • how regional land use planning needs to happen; and
  • Tr'ondék Hwéch'in Government and the Government of Yukon as the parties to the Dawson Regional Land Use Plan.

Under Chapter 11, consultation with affected communities in the development of land use plans is a requirement.

Who drafted the plan

The Dawson Regional Planning Commission is:

  • an independent body; and
  • comprised of 6 Yukon community members with longstanding familiarity with the Dawson planning region.

The Commission’s job was to develop a draft Land Use Plan, a Recommended Plan and eventually a Final Recommended Plan for the region.

The Commission released the Final Recommended Dawson Regional Land Use Plan on March 31, 2026. This version reflects feedback received on earlier versions of the plan from the parties.

Seeking input

Trʼondëk Hwëchʼin Government and the Government of Yukon are now seeking input on the Final Recommended Plan to fulfil their Consultation obligations under the Tr’ondëk Hwëch’in Final Agreement. This input will help both governments determine whether to accept, reject or modify the Final Recommended Plan.

Both governments equally share the authority and responsibility of implementing, monitoring, reviewing and adaptively managing the plan once approved.
