Before 1962, there was no full-time Administrator. Until that time, the Executive Assistant to the Commissioner was appointed each time the Commissioner was absent, and only until he returned.
On July 18, 1962, this was changed and Mr. J.F. Delaute (Executive Assistant to the Commissioner) was appointed as Administrator to act in the Commissioner's absence – an ongoing appointment.
