The Government of Yukon and the City of Whitehorse are working on a new Community Safety and Well-being Plan (CSWB). This is the first plan that looks at safety in all of Whitehorse, not just downtown. The plan is supported by the Aboriginal Community Safety Planning Initiative (ACSPI) and the Canadian Centre for Safer Communities (CCFSC). These partners bring local and national experience to the table.

Whitehorse residents are invited to complete the Community Safety and Well-being survey to share their experiences and ideas about safety in our city.

The survey takes about 20 minutes to complete. Your responses will help identify priorities and guide actions in the final plan.

About the plan

The Community Safety and Well-being (CSWB) Plan takes a citywide approach, bringing together residents, organizations and government partners to create a shared vision for safety and wellbeing across all neighbourhoods. Through collaboration, the plan will address the root causes of crime and vulnerability, support local leadership and set clear, measurable goals.

The CSWB plan is being developed in 6 key phases:

Each phase includes data collection, community engagement and review by an advisory committee. The advisory committee provides guidance throughout. Members share data, review engagement materials and connect the project team with key stakeholders.

The CSWB plan will:

figure out the main safety priorities for Whitehorse;
suggest real, practical actions to deal with them; and
set out steps to improve safety and wellbeing for everyone.

Expected outcomes include:

improved safety;
stronger partnerships;
data-informed decisions;
empowered community engagement;
reduced strain on services; and
long-term sustainability through ongoing evaluation and adaptation.

While the planning process is expected to take about 18 months, we’ll start acting on ideas earlier as practical actions are identified along the way.

Timelines and milestones

Phase 1: Project setup (January to March 2025)

Establishment of the project team
Creation and onboarding of the Advisory Committee
Review of existing work, documents and previous planning efforts

Phase 2: Assessment – existing data (April to December 2025)

Collection and analysis of existing and publicly available data
Aboriginal Community Safety Planning Initiative -led Indigenous engagement processes

Phase 3: Assessment – Community Safety and Wellbeing survey (February to April 2026)

Launch and administration of the Community Safety and Well-being Survey
Analysis of survey results

Phase 4: Assessment – community engagement (January to June 2026)

Broad community engagement using multiple approaches and formats
System change survey (engagement with system-level partners)
Identification of community priorities and potential actions

Phase 5: Validation and final plan development (July to November 2026)

Validation process with community, partners and advisory committee
Finalization of the Community Safety and Well-being Plan
Presentations of the final plan to relevant partners and stakeholders

Roles and partners

The CSWB Plan is supported by the Aboriginal Community Safety Planning Initiative and the Canadian Centre for Safer Communities.

The Canadian Centre for Safer Communities (CCFSC) is a national non-profit organization that supports community safety through training and research. As a consultant for this project, CCFSC will facilitate planning activities, support data collection and contribute to drafting the CSWB plan. They bring national insights and tailor approaches to Whitehorse’s needs.

The Aboriginal Community Safety Planning Initiative (ACSPI) is a Public Safety Canada initiative that supports Indigenous communities in developing safety plans. For this project, ACSPI will ensure Indigenous perspectives are integrated and aligned with ongoing safety planning in surrounding First Nations communities.

These partners help create a well-rounded, holistic view that considers factors like poverty and unemployment that increase vulnerability. Risk factors heighten the likelihood of harm or victimization happening at individual, family, community or societal levels.
