The Government of Yukon has launched a public engagement on the Yukon Nominee Program to gather feedback from Yukoners, employers and foreign nationals.
The engagement is part of a comprehensive review of the Yukon Nominee Program to confirm it meets Yukon labour market needs, supports sustainable growth and operates effectively, fairly and transparently. Feedback will be collected through three surveys administered by the Yukon Bureau of Statistics.
The Yukon Nominee Program helps Yukon employers hire and retain workers when qualified Canadians or permanent residents are not available to fill positions. In recent years, demand for the program has increased while the number of allocations in the Yukon from the Government of Canada has declined, creating increased pressure on the program.
Feedback received through the engagement will help inform recommendations for future program improvements, with changes expected to begin in 2027.
The Yukon Nominee Program supports Yukon employers and our economy. This engagement offers an opportunity to hear directly from employers, program participants and Yukoners as we look at how the program can continue to meet our changing workforce needs while maintaining transparency and integrity.

The engagement includes three surveys administered by the Yukon Bureau of Statistics:
- A public survey.
- An employer survey.
- A targeted survey for foreign nationals who have participated in the Yukon Nominee Program within the past three years.

The Yukon Bureau of Statistics will contact people invited to participate in the targeted survey directly.

The engagement period is 30 days and will close on October 8, 2026.

About the Yukon Nominee Program
The Yukon Nominee Program is an economic immigration program delivered by the Government of Yukon in partnership with the Government of Canada.
The program allows Yukon employers to hire and retain foreign nationals when qualified Canadians or permanent residents are not available to fill labour shortages. Eligible foreign nationals nominated through the program may apply to the Government of Canada for permanent residence.
The number of nominations the Yukon can make each year is limited by annual allocations established by the Government of Canada.
Roles and responsibilities
The Yukon Nominee Program is administered jointly by the Government of Yukon and the Government of Canada.
The Government of Yukon is responsible for:
- administering the Yukon Nominee Program;
- assessing Yukon Nominee Program applications;
- nominating eligible foreign nationals for permanent residence; and
- monitoring compliance with program requirements.
The Government of Canada is responsible for:
- establishing federal immigration legislation and policies;
- determining the annual number of allocations available to the Yukon;
- issuing work permits; and
- making final decisions on permanent residence applications through Immigration, Refugees and Citizenship Canada.
