The Government of Yukon has released a progress update on the 2022 Report of the Auditor General of Canada on Yukon Housing. The audit focused on the Yukon’s emergency shelters and transitional, supportive and social housing between April 1, 2015, and November 30, 2021.
The government continues to work with partners to address actions outlined in the work plan developed in response to the report. Of the 33 actions in the plan, 28 are complete or ongoing. Work includes improving access to government housing, reviewing rent assessments and unit allocation policies, increasing affordable and social housing and strengthening data collection.
The Government of Yukon is committed to addressing the Auditor General’s recommendations and improving housing for vulnerable Yukoners. Key progress since the government's February 2025 update includes the following steps.
- Increasing the supply of secure, affordable housing for those most in need through Yukon Housing Corporation direct builds and partnerships. In 2025–26, 28 new Yukon Housing Corporation units were added and 47 affordable units were supported through partnerships under the Housing Initiatives Fund.
- Updating the Canada-Yukon Housing Benefit program. In June 2026, benefits were increased to reflect rising rental costs and to support larger household sizes. In 2025–26, 214 households were supported through this program.
- Increasing the gender-based violence subsidy from $2,000 to $2,190 per month. In 2025–26, 47 households received this subsidy.
- Expanding supportive housing for Yukoners with complex needs through collaboration between the Department of Health and Social Services and Yukon Housing Corporation at sites such as 408 Alexander Street, 5131 5th Avenue and The Hearth.
- Strengthening community-based supports and programming to help clients with complex needs move through the street-to-home continuum toward greater independence.
-
The Auditor General’s report in 2022 followed a performance audit on the state of housing for vulnerable Yukoners.
-
The state of the private rental market and home ownership in the territory were not included in the audit.
-
The Auditor General provided nine recommendations to address housing needs in the territory.
-
To address the recommendations, Yukon Housing Corporation and the Department of Health and Social Services drafted a work plan, which was subsequently finalized using input from the Yukon – Together for Housing Summit held on October 4, 2022.
