Making a complaint
The SCAN Unit can investigate if a property is being used for:
- drug trafficking;
- illegal sale of alcohol and cannabis;
- illegal activities related to prostitution;
- sexual abuse or exploitation of a child;
- illegal possession of restricted and prohibited firearms, explosives and other weapons; and
- organized crime.
Report a property
To report any of the above illegal or suspicious activity happening at a property:
- call 867-456-7226 or toll-free 1-866-530-7226; or
- fill the online complaint form and email the saved form to [email protected].
Note: not all email service providers encrypt emails end-to-end.
If there's a property where suspicious activities are taking place in your neighbourhood:
- don’t investigate it yourself; and
- don’t approach the tenant, occupants or visitors to the property.
What to expect after you submit a complaint
A member of the SCAN Unit may follow up with you to ask questions and to help them understand the situation. As the investigation progresses, a SCAN Unit member may check in or inform you if an action is recommended to be taken at the property.
The SCAN Unit will not disclose your identity at any point in the process. You will not need to go to court if your complaint leads to legal action. Your identity will never be revealed, even if it is requested by the court or under the Access to Information and Protection of Privacy Act (ATIPP Act).
When a complaint might not be investigated by the SCAN Unit
SCAN investigators review and validate each complaint. An investigation will not continue if the activities identified in the complaint are not linked to the specified uses of a public or private property as stated in the Act. The investigation will stop if the complaint is determined to be baseless or malicious.
Complaints must:
- relate to an activity included on the list of the specified uses of a property the SCAN Unit can investigate in the Safer Communities and Neighbourhoods Act; and
- be linked to a property.
