What does our branch do?

The Transportation Planning Branch (TPB) applies a systematic approach to the planning and management of our assets. We streamline and improve systems to allow the Transportation Division to deliver programs more efficiently and effectively. We pride ourselves on our innovative and solution-focused culture and approach.

The branch is made up of two units with distinct mandates:

  • Transportation Asset Management: Professionals tasked with understanding our transportation network’s assets and identifying what resources and activities are required in order to support the network and ensure it keeps the territory moving.
     
  • Transportation Planning: Long-term and capital planners who work to ensure Yukon's transportation network can continue to support the travelling public, industry and tourism well into the future.

A typical day

Our work environment is diverse and relies on successful and positive interactions with our internal clients and contractors.

You'll likely start the day working in our office located in Whitehorse, Yukon. Here are some of the things you could find yourself doing.

  • Meeting with team members from 1 of our branches, such as aviation, to better understand a problem they're experiencing. Then shaping a project with them to realize opportunities that improve service delivery.
     
  • Presenting the results of a new onboarding program at a road foreperson's conference in Dawson City.
     
  • Running a workshop with our senior management team to evaluate different scenarios and finalize our capital program for the upcoming 5-year capital plan.
     
  • Optimizing a 20-year asset plan for our highway surfaces to meet the service standards of our road network.
     
  • Travelling to our highway network or to an aerodrome to evaluate the condition of our assets, or test the implementation of a new safety system we've implemented in our heavy fleet.
     
  • Leading a strategic project consultant engagement for a major planning project for our aviation system.
     
  • Most days you'll finish by updating our project management software to report on the progress of the project, clean up any emails and interact with your manager or consultant team.

Our projects

These are just some of the projects we're working on.

  • Modernizing the Transportation Asset Management Program.
     
  • Developing new systems processes for managing our roads, bridges and aviation infrastructure.
     
  • Developing a classification framework that groups highways and airports into like categories according to a consistent and logical approach. Then using those classifications to apply service standards to the transportation network.
     
  • Partnering with our Transportation Engineering Branch to develop a new mobile app to track ferry movements and passenger data.
     
  • Implementing a new fleet management information system to improve the safe operation of our heavy and light fleets across the territory.
     
  • Developing asset management plans for highway surfaces, vegetation control, structural culverts that identify the targeted level of service and the optimized 20-year investment strategy required to meet those standards.
     
  • Developing a highway corridor plan that looks at medium and long-term strategies to meet current and future demand, and identifies service gaps and options to address them.
     
  • Programming a new roadside safety program aligned with asset management principles to drastically increase the level of brushing, painting and barrier on our highways.
     
  • Developing a 10-year investment strategy for our aviation system.

About the roles in the branch

We're always interested in building our team with competent professionals whose philosophy aligns with ours. All team members are involved in projects that have a meaningful impact on Yukon’s transportation network, affecting the daily lives of all Yukoners. 

Senior Planner, Transportation

The most interesting component of this position is the ability to influence key investment decisions within the division. These decisions are based on implementing the best possible mix of projects to maximize the life of our infrastructure, improve safety, enable economic development and meet our strategic goals. The senior transportation planner works with senior and middle management, and front line staff. They are mostly office-based, with some fieldwork necessary to build relationships with staff and understand their working environments.

Program Manager, Asset Management

This position is highly collaborative and has a mix of office and fieldwork. They work very closely with program managers in other areas, establishing service levels, and building programs that meet the needs of all stakeholders. Similar to the senior transportation planner, this position influences key investment decisions within the Transportation division. These decisions are based on data analysis, modeling and the optimization of tools.

Project Manager

This position has the opportunity to work on interesting projects across a number of domains and works directly with program area staff to improve service delivery. The team has a strong culture of learning and collaboration that is regularly applied in problem-solving workshops and the interactions we have with our clients. This position is mostly office-based, with some fieldwork necessary to build relationships with staff and understand their working environments.

Business Improvement Analyst or Project Analyst

This position assists our project manager with the delivery of business improvement projects across the division. Work directly with program area staff to make improvements to how they work to deliver improved service to their clients. Opportunity to work with project or program managers with more seniority.

Project Engineer, Asset Management

This position works with a diverse group of clients and gains experience across many different types of transportation infrastructure. The project engineer works in the field by inspecting assets, to then makes recommendations to plan our work in order to maximize the life of our assets. In the summer this position can expect to spend half or more of their time in the field, inspecting assets, or validating and prioritizing work plans. During the winter a large part of the work is in the office developing draft plans and reviewing and finalizing with our various clients.

Engineer in Training, Asset Management

This position works with the project engineer and performs similar duties. This entry-level position offers a logical career progression to register as a professional engineer move to a project engineer role. From there, possibilities include development into a program engineer or transportation analyst role.

Asset Management Technician, Asset Management

This position gets into the field and experiences Yukon while inspecting the transportation assets. They work with a diverse group of experienced and knowledgeable team including technicians, engineers in training, project engineers, road forepersons and program managers. In the summer this position spends most of their time in the field inspecting assets and meeting with other field staff. During the winter a large part of the work is in the office analysing the data, preparing reports and presentations and developing plans for the next inspection season.

Planner, Transportation

By supporting the implementation of modern asset management practices, this position is geared towards a person with an analytical mind and a drive for innovation and continuous improvement. Through close working relationships with the Senior Planner, the asset management team and key program managers from across the division, there are opportunities to enact change in Transportation’s capital planning processes that ultimately affect long-term infrastructure planning.

Program Coordinator

This position supports the Transportation Division’s senior management in the development, coordination and management of briefing materials, caseworks responses and operational policy development. This position is geared towards a person with great organizational skills, an analytical mind and a drive for innovation and continuous improvement. Through close working relationships with the Senior Management and program managers from across the division, there are opportunities to enact change in how the division operates and makes decisions.

Financial or Administrative Assistant

This position is the hub of the office, providing a range of financial and administrative supports to the Director, managers, and other branch staff. This position ideal is for someone who is flexible, enjoys being in the middle of the action, and has strong financial, administrative and organization skills.
