Government of Yukon releases the 2025–28 Strategic framework for French-language services

The Government of Yukon has released the 2025–28 Strategic framework for French-language services. This plan will help guide how the government will keep increasing access to timely bilingual services and information where they matter most.

The four priorities are:

  • enhancing Yukoners’ access to bilingual services;
  • promoting services availability;
  • embedding bilingual capacity across government; and
  • supporting a thriving Francophone community.

The new strategic framework is the most comprehensive yet:

  • It covers both the services themselves and the full experience or continuity of services in priority areas – how they’re delivered, promoted and supported across government.
  • It highlights the importance of promoting the availability of services, from expanding the government’s online bilingual presence to enhancing the active offer of services.
  • It focuses on building long-term bilingual capacity rooted in a language policy and planning management approach.
  • It emphasizes proactive engagement with people who have a vested interest in French-language services and with stakeholders.

This fourth strategic framework is informed by insights gathered from the public engagement about access to French-language services, conducted from March 24 to April 24, 2025.

The Government of Yukon is committed to ensuring Yukoners have access to the services they need. Increasing access to bilingual services and information supports the government in continuing to fulfil this commitment.

Our government is committed to increasing access to timely bilingual services and information – especially where they’re needed most. This new strategic framework gives us the focus and direction to continue addressing the evolving priorities of the growing Yukon Francophone community. Thank you to Yukoners and community partners whose input helped shape the priorities that will guide the next three years.

  • Based on the most recent national census (2021), more than 14 per cent of Yukoners speak French and that number is on the rise. 

  • The Yukon is the third-most bilingual jurisdiction in Canada, after Quebec and New Brunswick. 

  • The Government of Yukon has one of the most compelling language regimes in Canada and partners with the federal government to provide public services and information in French and English in compliance with the Yukon Languages Act.

  • 270 people filled out the survey from the public engagement about access to French-language services, conducted between March 24 and April 24, 2025. 

  • The public engagement also included an engagement session with the “Table de gouvernance de la Franco-Yukonnie” to gather insight on how the government can best support the vitality of the growing Yukon Francophonie.
