The Jim Smith Building warming centre provided a safe and welcoming community space with a range of services to help meet the needs of Yukoners, particularly those in vulnerable situations. The centre was open from November 4, 2024, to April 30, 2025, Monday to Friday from 9 am to 5 pm, with services including warming areas, harm reduction supplies, computers and internet access, complimentary snacks and hot beverages, washroom facilities, period products and support for accessing social programs.
The warming centre welcomed 4,994 visitors between November 4, 2024, and April 30, 2025. Clients were supported by experienced personnel, including a social worker and supported by security and cleaning services. Staff were trained in trauma-informed and culturally safe practices.
Client feedback throughout the season was overwhelmingly positive, with comments such as “10/10” and “best place, best staff", reflecting the compassion and dedication of the staff. No safety incidents have been reported since the warming centre first opened in March 2024, highlighting the effectiveness of the trauma-informed, culturally safe environment maintained by the on-site team.
This initiative is part of the Government of Yukon’s Downtown Whitehorse Safety Response Action Plan, which aims to enhance safety and access to services and supports in the capital city’s downtown core.
A full evaluation is underway to assess the impact of this year’s operations and guide future planning. The government remains committed to supporting initiatives that foster dignity, wellbeing and inclusion in downtown Whitehorse.

The Jim Smith Building warming centre is a welcoming community space that has once again provided a safe and compassionate space for Yukoners in need during the winter. From a warm cup of coffee to essential harm reduction supplies, this community space served as a point of connection and support for many Yukoners. I want to thank the staff and partners who made this space so meaningful.

The warming centre was located on the ground floor of the Jim Smith Building at 2071 2nd Avenue in downtown Whitehorse.

The initiative built on the success of the 2024 spring pilot project, which saw 1,245 visits over 43 days between March 18 to May 17.

Yukoners can continue accessing services at community partners such as the Whitehorse Public Library, 405 Alexander Street, Mary House and the Victoria Faulkner Women’s Centre, among others.
