Apply to create a road access through a highway right-of-way

You need a permit to create a road access through a highway right-of-way. You can apply for

  • residential or agricultural access; or

  • commercial, multi-residential and resource access.

Apply for residential or agricultural accesses

Applications take 4 to 6 weeks to complete.

  1. Complete the construction or modification of access to a controlled highway application form.

  2. Gather your supporting documents:

    • proof of tenure such as Certificate of Title, property tax assessment, lease agreement, etc.;

    • a map showing property limits at a scale of 1:5,000; and

    • proof of liability insurance, either from the applicant or their contractor, depending on who will perform the work.

  3. Submit your application, supporting documents and $100 application fee.

Some applications may require that the proposed access be surveyed. Ask your local road foreperson if you need a survey when they do their site visit.

Apply for commercial, multi-residential, and resource accesses

These applications take approximately 6 weeks to complete. The time it takes to process an application depends on the complexity of the proposed project.

Before you apply

Commercial application requirements

If you are applying as a business, you will need to provide:

  • a business plan;

  • a construction schedule; and

  • a sketch of the proposed facility.

We may ask you for more information, including:

  • hours of operation;

  • operating season;

  • expected number of visitors; and

  • proposed signage.

Multi-residential

Usually requires designs by a professional engineer and includes:

  • proposed subdivision plan;

  • traffic analysis;

  • highway or local road upgrades;

  • Yukon Environmental and Socio-economic Assessment Board (YESAB) screening; and

  • land-use permits.

Resource accesses road

Typically requires:

  • estimated traffic volume;

  • proposed vehicle configurations;

  • proposed project schedule; and

  • whether or not it will be a seasonal use access.

Some projects may require YESAA or land-use permits, and First Nation consultation. Provide the approved documentation along with your permit application package.
