What we’re working on: winter 2021 update

The past few months have flown by and we find ourselves in a whole new year with even more projects on the horizon. This quarter we have updates on the government’s:

  • websites;
  • citizen engagement;
  • open government; and
  • online services.

Websites

GameSense website

This website has launched. It has information on gambling, responsible gaming, making informed decisions and resources for support. Go to the GameSense website.

Health care professionals talent acquisition website

This will be a website dedicated to attracting suitable candidates looking to apply to health care careers in the Yukon. We’re currently working with our vendor and client team on design and development. Our target is to launch the website in early 2022.

Indicators of Yukon Gender Equality website

We’re decommissioning the existing Indicators of Yukon Gender Equality website and moving much of the content to Yukon.ca. We’ll be using this website as a pilot to examine ways we can improve data and information visualization on Yukon.ca. We’ve just begun talks with a vendor and expect to roll out enhancements this spring.

Migrating or decommissioning our remaining boutique websites and applications

In February 2021, we still had over 360 boutique websites and services not made with RedDot. RedDot was Government of Yukon’s previous main content management system (CMS). We’ve since switched to Drupal.

Almost a year later, we’ve migrated or decommissioned 280 of these sites. Of the 80 that remain, we have and are following a plan for 40. These 40 websites and services are simpler in nature and easier to move to more modern infrastructure. The others we will deal with next fiscal.

Our Clean Future website

The new Our Clean Future website will be 1 of the ways the government will communicate progress on its commitments to reduce negative impacts on the climate. It supports the government’s Our Clean Future Strategy. We’re working on the design stage of this project and anticipate a launch in summer 2022.

Socio-economic web portal (SEWP) website transition

We’re planning to transition the current Socio-economic web portal (SEWP) website to a new and more modern platform. The new service is being built in the ArcGIS platform to allow better presentation of the map based information and the data driven visualization.  This service will improve data maintenance, user access and integration with open data. We expect to launch the new site early in the new fiscal year.

Yukon airports website (formerly called Erik Nielsen International Airport website)

This will be a new website for the Whitehorse airport and Yukon aviation. The information architecture, wireframe and design phases are completed. We’re working to complete development and add content for the end of February and expect to have the site public mid-March.

Yukon.ca

This quarter, we’ve continued working on the Phase 9 enhancements to Yukon.ca. The most recent updates included:

  • improving moderation and publishing so our staff have a more efficient and usable workflow; 
  • fixing issues on Campaign pages that were affecting how content was displayed; and
  • adding the ability for French translators to customize copyright content.

We’re also working on improvements to our blog pages. 

Get involved in user research and testing

We usually have a Yukon.ca user research project underway so we can continually learn from your experience and correct any barriers you encounter. If you want to participate, email eservices@yukon.ca.

Yukon immunize website

We’re working to support the redesign and enhancement of the existing Yukon immunize website with the goal of completing this work early in the next fiscal year.

Yukon Water Board website

We’re working to build a new website for the Yukon Water Board. We’ve begun work on this project and are looking to launch it this spring.

Citizen engagement

We’re in the process of issuing a negotiated RFP so we can purchase a platform that will help us continue to improve how we publish engagements between the government and citizens.

Open government

The open government portal is a single point of access for all open content the government publishes. It houses open data and open information. We’re now adding Privacy Impact Assessment (PIA) summaries in the Access to Information Registry. We’re also enhancing the Open Information portal by designing and developing data story functionality to accommodate layout and search requirements for historical budget data.

Online services

We’re working with departments to deliver the following online services. We’ll remove projects from this list when we are not actively working on them or there is no update available. We’ll add them back in once there is an update.

511 Yukon

The new 511 Advanced Traveller Information Management System launched in October. It replaced our outdated service. It increases efficiencies in data management and provides the public with a safety-driven, user-friendly interface.

Authorizing inspections monitoring system (AIMES)

We’re looking to develop a tool for enforcement officers to authorize licences and permits and manage the permit lifecycle. Conservation officers will be able to use it in the field for enforcement, case management and to take legal action. The negotiated RFP (nRFP) closed on November 24. We’re continuing work on the project.

Become a volunteer at a long-term care home (formerly called Apply to be a volunteer at a continuing care facility)

This new service launched in November. It allows members of the public to apply to be a volunteer at continuing care facilities. We expect the webform will reduce barriers for potential volunteers and we hope to see an increase in volunteer applications. See the form.

Boards and committees online service

This will be an online service to view, apply for and manage positions on government boards and committees. We’re in the procurement phase and drafting a negotiated RFP (nRFP) and expect to get it posted, evaluated and the contract in place this fiscal year.

COVID-19 related online services

Get a COVID-19 vaccination credential

This service for Yukon residents launched in September. To date we’ve issued credential certificates to over 29,000 Yukoners, many of whom received updated certificates to reflect boosters.

Yukon vaccination verifier app

This app launched this winter for Android and iPhones. We’ll be continuing to make improvements to this service throughout the year.

Submit an inquiry about vaccine requirements for contractors (webform)

This service launched in December. It’s a support service for contractors and those who do work for the Government of Yukon who have questions about how the Covid vaccination requirements affect them. See the form.

Submit a confirmation of vaccination for contractors (webform)

This service launched in December. It allows contractors to confirm that their employees and/or subcontractors are either vaccinated or have an exemption if they will be attending a Government of Yukon workplace or worksite. This is our first service to launch that integrates our Drupal platform with Proof's routing software, Trac. See the form.

Provide your COVID-19 vaccination attestation (webform)

This service launched in November. It service allows members of the public who are volunteers, consultants, or board members with the government to submit an attestation regarding their vaccination status. See the form.

Driving and transportation online services (formerly called Driver and vehicle online services)

This is a multi-year project to build a single system to replace standalone systems and processes that the Government of Yukon, City of Whitehorse and RCMP use.

For the past year we have been working closely with the project team, service owners and vendor to develop online services that meet our digital standards and are focused on user needs. One of our original services, Renew a vehicle registration will be replaced with a new version and be joined by several others.

The updated and expanded driving and transportation online services will go live this fiscal.

Improve online access to all government services

We’re continuing our work to provide citizens with a single online portal giving them access to the government’s:

  • online services;
  • information about services; and
  • statements of how services share personal information.

Planning for this new service continues. We’re hopeful that the needed legislation will be in place to authorize launch by later in 2022.

Legislative drafting and publishing

We launched the government’s new legislation website this past summer. The next pieces of work are to complete development of a drafting tool and to convert our existing acts and regulations to the new format. This work is currently underway and we expect legislative drafters to begin using the new product this spring.

Liquor licensing, inspections and permitting

This will be an online service for users and people who run facilities where liquor is served or sold. The public and businesses will be able to apply for liquor licences online. The government will be able to process and enforce licences. We launched the cannabis piece this past fall and we’re working on adding the liquor piece. We expect this piece to go live by the end of this fiscal year.

Lotteries Yukon digital service transformation

We’ve developed and deployed this new website and we’re looking to set a date to make it public. We’ve also implemented an online application for one of the funding programs and we’re working on building additional online applications for the remaining funding programs.

Online forms for complaints (formerly called Landlord and tenant dispute-resolution service)

We’re supporting an effort to improve online services for disputes. This will include the Employment Standards Act complaint process, as well as landlord and tenant dispute resolution. This is a multi-year automation project. This project will incorporate some of the existing forms and processes but update them to be entirely online.

Online Marketplace

The Online Marketplace will be an inventory from the government’s suppliers into 1 online storefront where authorized personnel can make purchases. This will:

  • streamline the process of getting a variety of supplies to the government;
  • ensure negotiated discount levels are offered; and
  • include support for local suppliers to improve their online presence.

The procurement we ran resulted in selection of a vendor, and the contract and project plan are currently being finalized. We anticipate a soft launch with some vendors and government branches this spring, and full launch later in the year.

Professional licensing and regulatory affairs system

This service will enable professionals to apply for their licences online. A list of these professionals will also be visible to the public. The service will roll out in phases, with the first planned for fall 2022. This will include: LPNs, physiotherapists, physiotherapist corporations, registered psychiatric nurses and registered psychiatric nurse corporations.

Property assessment and taxation IT modernization

For this project we’re looking to replace multiple, older IT systems with 1 new system. In the next few months we’re looking to complete negotiations and governance approvals and we plan to proceed with the project implementation phase this April.

Public supplier directory

This update was deployed in October. Our goal was to make it easier to identify suppliers and their offerings and bring the service inline with new design and security standards.

Register a child for the school bus

Parents and guardians will be able to register a child to take a school bus using this online service. We've selected a vendor and we're finalizing the contract and project plan. We anticipate implementation to begin in April, and for the whole system to be ready for the school year’s start in fall 2022.

Registry of Yukon immunization certified health care professionals

We’re working on a new public portal to look up immunizers and their current status. This will make it easier to find a health care professional who can provide the needed immunizations.

Report your commercial timber harvest volumes (formerly called Submit a commercial timber harvest report)

This will be an online service where licensees will be able to submit their commercial timber harvest volume reports.

This is a brand new service and will launch this fiscal.

Service modernization

We’ve begun making short-term improvements to modernize how we manage government forms and other services. This will include internal processes, such as tracking project status and budgets. We’ll also make external-facing updates to how government forms are requested, updated, tracked and completed.

We’ve now met with some of the stakeholders who use government forms. There are many thousands of forms and we’d like to get them online when feasible, and also modernize the work flows associated with forms. Protecting privacy, eliminating redundancy, increasing efficiency and improving accuracy are some of our goals for this work.

Student Financial Assistance

This is a major update to the online system that allows students to apply for financial assistance. We’re working with a vendor to get the new system developed and we plan to begin testing it by the spring.

Updating the Department of Environment's licensing platform (elicensing)

We’re enhancing the department’s online licensing platform to make it easier for citizens to purchase licences and permits online. This winter we’re testing the updates on users, updating the security and privacy assessments and working to improve the login process. We expect to deploy these enhancements at the end of February.

Yukon land titles registry

The Yukon land titles registry soft launch was this past December. Users can now conduct land titles searches for a fee. We’re continuing to test this service and gather user feedback so we can continue to improve the service.

Yukon Lobbyist Registry

We’ve been working on Phase 2 enhancements over the winter. We’re about to start user acceptance testing and look to deploy the enhancements next month. Visit the Yukon Lobbyist Registry.

Yukon Permafrost Database

You can now access the Yukon Permafrost Database through Yukon.ca. This database launched this winter and it contains permafrost data collected within the Yukon from existing data sets from various Government of Yukon sources.

Yukon register of historic places

Work continues on this replacement of the existing register service and its companion website.

We’re currently collaborating with the vendor and client on an upgrade to both and look to launch a new version in spring 2022.
