Applications are accepted from July 1 to December 31, 2026.
You can apply through one of the following methods:
- online;
- in person; or
- by mail.
Apply online
Before you start, make sure you have electronic copies of your required documents ready to upload. You do not need to complete the paper application form if you apply online.

To apply in person, complete the Pioneer Utility Grant application form and bring it with all required supporting documents to the Income Support Unit.

Apply by mail
To apply by mail:
- Complete the Pioneer Utility Grant application form.
- Print out the completed form.
- Mail it with all required supporting documents.

Do not apply by email
We strongly encourage you to apply online, as email is not a secure way to send personal information. Use the Pioneer Utility Grant email address to ask questions about the program.
We’ll accept emailed applications for the 2026 program. Starting in 2027, we’ll no longer accept applications by email. We encourage you to apply online for the 2026 program so you're familiar with the process before this change takes effect.
When you can expect to receive the payment
If your application package is complete, you can expect your pioneer utility grant within 30 business days.
