The Business Incentive Program gave rebates to businesses working on eligible Government of Yukon contracts. Rebates were for:
- Yukon hires, including youths, apprentices and adults; or
- Yukon-made goods and services.
The Business Incentive Program ended on July 7, 2025, as part of our efforts to reduce barriers and support internal trade. Contracts awarded after this date will not be eligible for rebates. Contracts awarded before this date will remain eligible.
Eligible construction materials
Materials must have been:
- used for a Government of Yukon construction contract;
- on the rebate schedule;
- made in the Yukon;
- made off the jobsite; and
- raw materials must significantly change into new products during processing in the Yukon.

Businesses that hire registered Yukon apprentices could get a rebate under the Yukon Apprentice Rebate program. The rebate was equal to 15 per cent of the gross wages paid to an apprentice.
A business couldn't apply for this rebate if it already received benefits for an apprentice through another Government of Yukon program.
Who could apply
- A Yukon business working on a Government of Yukon contract of any value
- A business employing a registered apprentice
- Apprentices must be registered with the Government of Yukon Advanced Education Apprenticeship Program before they start the job
If an apprentice was between 16 and 24 years of age, you could only apply for the apprentice rebate. In addition to the apprentice rebate, your business could also qualify for a Yukon Labour Rebate.

- Have the apprentice complete and sign an Employee Information and Release Form.
- Contact the Business Incentive Program for a copy of the Employment Report worksheet.
- Fill out the Employment Report worksheet, identifying the apprentice (for example, as an apprentice carpenter) and all on-site hours for the apprentice.
- Sign a Statutory Declaration and have it notarized. This declaration must be completed before a rebate can be paid out.
- Submit the application and documents.

This rebate was available to general contractors and subcontractors when they hire Yukon residents to work on construction projects. The rebate was between 5 per cent and 20 per cent of the gross wages and benefits paid to the employee.
Yukon residents are:
- people who have made their permanent and principal residence in the Yukon; and
- have been physically present in the Yukon for at least 180 days immediately before the date of hire on the job site.
Who could apply
General contractors and subcontractors that were working on Government of Yukon construction contracts:
- where the initial award value is $100,000 or more;
- paying employees based on the Fair Wage Schedule;
- hiring a minimum of 80 per cent Yukon residents (the percentage is based on a dollar value of gross wages and benefits);

- Have your employees fill out and sign the Employee Information and Release form and get supporting documents verifying their Yukon residency.
- Submit the Employee Information and Release form together with supporting documents to the Business Incentive Program as soon as possible.
- Contact the Business Incentive Program for the Employment Report worksheet. Fill out the worksheet documenting all on-site hours of labour, and according to your payroll period (for example, bi-weekly, semi-monthly or monthly).
- Sign a Statutory Declaration and have it notarized. This must be done before the claim can be paid out.
- Submit the application and documents.

After receiving your paperwork, the Business Incentive Program will randomly select a small cross-section of employees for a payroll audit. You may be required to submit:
- timesheets;
- pay stubs; and
- copies of cancelled cheques or electronic fund-transfer receipts.
If the documents mentioned above are not submitted within 1 year after the project is complete, your application may be refused.
Rebates were available to contractors who hire Yukon youth. The rebate was equal to 15 per cent of the gross wages and benefits paid to the youth.
Yukon residents are:
- people who have made their permanent and principal residence in the Yukon; and
- have been physically present in the Yukon for at least 180 days immediately before the date of hire on the job site.
Who could apply
Yukon businesses working on contracts of any value that hired Yukon residents between the ages of 16 and 24.
Pay must be in accordance to Fair Wage Schedule.
If an apprentice was between 16 and 24 years of age, you could only apply for the apprentice rebate. In addition to the youth and apprentice rebates, your business may have qualified for a Yukon Labour Rebate.

Eligible goods and services
Goods and services must have been:
- purchased by the Government of Yukon;
- made or produced in the Yukon; and
- listed in the Business Incentive Program Rebate Schedule.
The rebate did not apply to sole-source contracts.
How much is available?
The rebate available for your product was the same as the bid price of the product or service to be sold to the Government of Yukon, multiplied by the rebate rate (rebate rates can be found in the rebate schedule).
